OUR STORY
Promote immigration within Francophone minority communities
NOVEMBER
2003
Publication of the Strategic Framework to Foster Immigration in Francophone Minority Communities.
In November 2003, the National Steering Committee, a joint committee of the federal government and the Francophone minority community, released the "Strategic Framework to Foster Immigration to Francophone Minority Communities" in which he presented the objectives focused on:
- Growth in the number of French-speaking immigrants,
- Improving the reception capacity of French-speaking immigrants,
- Improving the economic and socio-cultural integration of French-speaking immigrants,
- Regionalization of immigration outside the major centers.
Each French-speaking community was then to organize itself, taking into account its specificities and realities and by providing itself with adequate structures to achieve it, in order to implement this national policy.
In Alberta, a structure similar to the national structure, namely a steering subcommittee for Alberta has been set up. The steering subcommittee included representatives from the federal government, provincial government and community sector. It was co-chaired by a representative of the federal ministry of Citoyenneté et Immigration Canada (Prairie and Northwest Territories) and a community representative.
In November 2004, after a meeting between various community stakeholders, it was decided to establish the Strategic Committee for the Immigration Sector, an advisory committee of the Association canadienne-française de l'Alberta (ACFA), which aimed to be more inclusive, especially regarding the representativeness of ethnocultural communities, regions as well as organizations working directly with immigrant clientele.
The strategic committee proposed comprehensive strategies for the success of francophone immigration in Alberta. And it is in this context that he recommended the development of an overall community strategy that will give birth to the Francophone Immigration Network of Alberta (RIFA).

Establishment of the immigration sector strategy committee that gave birth to the Réseau en immigration francophone de l'Alberta (RIFA) in its current form.
2018
Change of governance and operating model for more efficiency.
Initially under the responsibility of the provincial Board of Directors of the Association Canadienne-Française de l’Alberta (l’ACFA), the RIFA has evolved into a more autonomous structure to give more space to members vis-à-vis the organization representing the Albertan Francophonie which today is a member on the same footing as the others. This shift, which occurred in 2018, was the result of an external evaluation that provided some suggestions for efficiency, including a change in the governance model.
To date, the network has adopted a framework based on an evolving strategic framework that guides all the actions of the partnership.
